The mission of the Armstrong Park Cultural District Trust is to provide the fiscal stewardship, operational oversight, and strategic funding necessary to ensure the long-term sustainability and growth of the Armstrong Park Cultural District as a permanent center for culture, commerce, and community in Duncanville.

Establishment and Governance

The Armstrong Park Cultural District Trust is established by the Duncanville Arts Foundation to serve as the primary nonprofit partner for the Armstrong Park Cultural District. Functioning as a private, nonprofit trust, it operates independently of the City of Duncanville while maintaining a formal public-private partnership. This governance model is designed to meet the eligibility requirements for the Texas Commission on the Arts (TCA) cultural district designation.

Purpose of the Trust

The Trust is organized to provide a permanent fiscal and operational framework for the district. Its core functions include:

  • Fund Management: Administration of the Trust, which secures and distributes private donations, corporate sponsorships, and philanthropic grants.

  • Fiscal Agency: Serving as the legal applicant for state and national arts grants restricted to 501(c)(3) organizations.

  • Strategic Oversight: Implementation of the Armstrong Park Cultural District Strategic Plan and alignment with the Duncanville 2040 Comprehensive Plan.

  • Programming & Coordination: Facilitating year-round cultural programming, community events, and artistic exhibitions within the district's boundaries.

  • Economic Support: Supporting local economic vitality by driving cultural tourism and providing infrastructure for artists and creative businesses.

  • Long-Term Sustainability: Transitioning the district from its inaugural phase into a mature, self-sustaining cultural entity.
